Purpose : This procedure demonstrates how a user closes awards in the status of Manual Closeout which have remaining funds. In order to closeout out an award with a remaining balance, the user must have the g5oObligateTeam role. The available balance will need to be deobligated and only the users with the g5ObligateTeam role has the authority to do so. In order for a user to deobligate remaining funds, the user must have a license stating the dollar amount and subprograms within which the user is allowed to deobligate. G5 team members are an exception to this rule as they may need to deobligate for program office users in certain situations.
