Note: In G5, you can promote and demote applications/awards from tier to tier within a competition.
For example, if applications currently exist at Tier 1 of a given competition, then those can be promoted to any higher tiers within the same competition. Likewise, if applications exist at the highest tier, they can be demoted to the next tier down. This is the concept of promoting and demoting applications.
